The classic Gimlet takes gin, but many opt for this vodka version.
Add all of the ingredients to a shaker with ice and shake.
Strain into a chilled cocktail glass, and garnish with a lime wheel.

The definition that I know of 'neat' is "a single, unmixed liquor served without being chilled and without any water, ice, or other mixer." If one accepts that, then it is impossible to serve this drive neat; a cocktail by definition cannot be neat.
